BEIJING (AP) China's premier tried to woo rival Taiwan with poetry and business deals Tuesday but urged Taiwanese voters to reject a referendum on whether the island should join the United Nations, warning that tensions would rise if the bid succeeds.

中國總理溫家寶希望藉著詩意以及商業提議來吸引敵對的台灣,但是警告台灣選民拒絕去投台灣是否能加入聯合國的公投,說如果這公投通過會提高緊張情勢。

Premier Wen Jiabao said approval of the referendum that will accompany Taiwan's presidential election this Saturday could aggravate the already tense ties between China and Taiwan.

溫家寶總理說這星期六,伴隨台灣總統選舉的公投若通過,會提高已經緊張的中台關係。

"We are opposed to the so-called referendum schemes for Taiwan's membership in the United Nations," Wen told a news conference in Beijing. "That would deal a serious blow to cross-strait relations, that would harm the fundamental interests of the people on both sides, cause tensions in the Taiwan Strait and threaten peace in the Taiwan Strait and the Asia-Pacific region at large."

「我們反對所謂以台灣名義加入聯合國的公投」,溫家寶在北京記者會上如是說。「這將會是兩岸關係的一大打擊,這將會損害兩岸人民的基本利益,引發台灣海峽的緊張以及威脅到台海安全,甚至會影響到亞太地區的和平。」(譯按:那是有人要打我們吧)

China still claims Taiwan, although the two sides split in a civil war 59 years ago, and Beijing has nervously watched the island evolve into a democracy. Beijing is worried that if the referendum passes, Taiwan will move closer to formal, legal independence from China - a situation Chinese leaders have warned would spark war.

中國始終稱台灣為其領土的一部分,雖然從內戰後已分離五十九年,且北京也緊張地看著台灣民主化。北京擔心如果這公投通過,台灣會向正式及合法的獨立更進一步 -- 一種中國領導人威脅會動用武力的情況。

"No one could ever succeed in these attempts to separate Taiwan from China, and such kinds of attempts are doomed to fail," Wen said.

Wen's comments were broadcast live in Taiwan, where relations with China has been one of the presidential campaign's hottest issues.

So far, the referendum hasn't generated much excitement among Taiwanese voters, partly because most believe seeking U.N. membership is a lost cause. China and its diplomatic allies have successfully blocked the drive for the past 15 years.

目前為止,這個公投尚未激發台灣選民的熱情,因為大部分人民都覺得爭取聯合國席次是白費工。中國以及他的外交同盟國已經成功抵擋此提案連續十五年了。

At the wide-ranging news conference marking the end of the legislature's annual session, the normally mild-mannered Wen kept harsh rhetoric about Taiwan's politics to a minimum. Antagonistic rhetoric ahead of Taiwanese elections in the past has sometimes backfired on Beijing.

在中國人大閉幕的例行記者會上,以溫和著稱的溫家寶用最低限度嚴厲的言詞來談論台灣政治。用太過激烈的言論來評論台灣選舉有時候讓北京得到反效果。

Instead, Wen tried to entice Taiwan with appeals to brotherhood and business ties.

"We have always longed to see a reunified China," Wen said and recited lines from a 700-year-old poem: "We remain brothers after all the vicissitudes, let's forgo our own begrudges, smiling we will meet again."

「我們總是期待一個重新統一的中國」,溫家寶如是說並且引用已有七百年歷史的古詩。『一心中國夢,萬古下泉詩』,『度盡劫波兄弟在,相逢一見泯恩仇』。

In support of that sentiment, Wen urged Taiwan to drop investment curbs for Taiwanese companies operating in China and for mainland businesses in Taiwan.

為了支持以上言論,溫家寶呼籲台灣鬆綁台灣企業在中國投資,也讓大陸企業到台灣投資。

He said the $120 billion the two sides did in trade last year was $70 billion in Taiwan's favor, and pointed to preferential import tariffs China gives to Taiwanese agricultural goods even though many mainland products are locked out of Taiwan's market.

他說去年兩岸的商業往來有一百二十億美元,且台灣賺了其中七十億,指出中國優惠台灣農產品進口關稅;即使許多大陸產品被台灣拒絕。(譯按:讓一堆吃了會死人的產品入境才有問題吧)

Both of Taiwan's presidential candidates say they favor closer, more stable relations with China. Front-runner Ma Ying-jeou has even proposed creating a common economic market with China.

兩位台灣總統候選人都說他們希望與中國有個更好也更穩定的關係。領先者馬英九甚至有與中國共同市場的提議。
